Civil Society Roundtable Discussion on Natural Resources Management in Nepal
The program entitled “Civil Society Roundtable Discussion on Natural Resources Management in Nepal” on 12 January at Greenwich Village and Resort was focused on the sharing of individual understandings upon highly debated issues of natural resources in the new constitution making processes in Nepal. After the discussion, participants set some strategic directions for contributing on the issues.

Workshop on “Community Rights and Local Governance Interface on Natural Resources Management: An Issue of the New Constitution Making Process” on 21 February 2010 at Sap-Falcha Babarmahal Katmandu where, the participants discussed openly on the theoretical and practical issues related to the community rights and local government in Nepal focusing on the constitution making processes in the country. The participants (representatives of local government association and community organizations in Nepal) discussed upon the four presentations made by the experts and the way forward for the significance of the collaboration between these two regimes- the community organizations and local government associations in Nepal.
Environment and Natural Resources Management
A media Round Table Discussion on “Environment and Natural Resources Management” on 22 March 2010, at Katmandu Fast Food, New Baneshwor, Katmandu was held among the PARISANGH representatives and Nepali Journalists/media persons working in the field of environment and natural resources issues and was focused on sharing individual understandings about the issues of environment and natural resources rights in relation to the politics, legal provisions, constitution making processes, media and their involvements and the way forward for future Nepal.
Dilemmas and Realities of Natural Resources and Community Rights in New Constitution
The Workshop on “Dilemmas and Realities of Natural Resources and Community Rights in New Constitution” on 30 March 2010 at Greenwich Village Resort, Lalitpur was organized. The participants from different community organizations, natural resources experts, and activists made open discussions on the achievements and challenges of community right movements in Nepal. The participants also openly discussed on the future strategies for the movements relating to the constitution making processes in Nepal.
Interface Between Local Government and Community Rights in New Constitution
The roundtable discussion on “Interface Between Local Government and Community Rights in New Constitution” was organized on 30 March 2010 at Greenwich Village Resort. The participants from local government associations (NAVIN and ADDCN), community organizations, experts, and researchers discussed on the contradictions, ambiguities, similarities, and disparities on the issues of local governance in Nepal. The participants also discussed on how community organizations and local government organizations can cooperate with each other for local governance issues in Nepal to contribute constitution crafting process in Nepal.

South Asian Regional Workshop on Linking Research with Policy
ForestAction organised a two-day South Asian Regional Workshop on Linking Research and Policy in collaboration with Centre for Poverty Analysis (CEPA), Sri Lanka and Evidence Based Policy in Development Network (EBPDN), on August 6-7, 2009, in Kathmandu. The workshop brought together researchers, policy makers, think tank groups, academicians, and practitioners from South Asia to share and reflect on their experiences and lessons in relation to research-policy linkages. The participants also shared empirical lessons and insights on different approaches, strategies and techniques adopted at the sub-national, national, and regional levels.
Regional Workshop on Community Conserved Areas (CCAs) in South Asia
ForestAction hosted this South Asian Regional Workshop on CCAs organised by Kalpavriksh, India. A total of 45 participants from Nepal, India, Sri Lanka, Bangladesh and Pakistan discussed the outcomes of a yearlong study on CCAs in South Asia.They exchanged country level experiences and issues of CCAs. The issue of terminology, definition, criteria for CCAs, country specificities and context of CCAs, implications of legal recognition, emerging global data base on CCAs, support to CCAs, appropriate institutional mechanisms of CCAs, their role in wider landscapes, compliance of element of CBD Program of Work on Protected Areas were some of the emerging issues brought out during the workshop. The issue of scanty documentation and mapping of CCAs was one of the common issues across nations in south Asia.
Workshop on National Consultation on Community Conservation
ForestAction, Kalpavriksh, Small Grants Programme-UNDP Nepal and IRDC jointly organized national consultative workshop on CCAs. . In the first day, representatives of local communities and indigenous peoples, and civil society organisations, deliberated on the concept and potentials of CCAs, exchanged their experiences on conservation and constraints they are facing. The issue of global database on CCAs under UNEP-WCMC was also discussed. In the second day, amidst diverse stakeholders including representatives of Ministry of Forest and Soil Conservation (MFSC), Department of National Parks and Wildlife Conservation, Department of Forests, ad hoc ‘Network of ICCAs Nepal’ constituted during the workshop, put forth their concerns towards enabling legal and policy environment, recognition and support for CCAs. Dr. Uday Raj Sharma, then secretary of MFSC, acknowledged the significance of CCAs and stressed spaces for CCAs can be addressed through incorporation in protected area and district forest management plans despite legislative reforms.
Building a Self Governing Civilisation from Below: Theory, Practice, and Implications for the New Constitution in Nepal
The Asia Foundation and ForestAction jointly sponsored a workshop on Building a Self-Governing Civilisation from Below: Theory, Practice, and Implications for the New Constitution in Nepal on November 20, 2009 in Kathmandu. The workshop brought together a range of participants from civil society, government, and academia to discuss the challenges to effective local governance in Nepal under the current context of globalisation, political instability, government restructuring, the emergence of federalism, and the new constitution-building.
Natural Resources and Federalism
ForestAction organised two days interaction workshop on Natural Resources and Federalism on February 16-17, 2009 in Kavre district of Nepal. Natural resource specialists, experts, civil society members and academicians took part in the discussion on the issue of constitution making processes in the constituent assembly, natural resources rights in the context of federalism and the civic engagement in the constitution making process towards developing natural resources rights perspectives in the new constitution.
Natural Resource Rights and Equity Issues in New Constitution Making Process: Progress and Challenges
ForestAction organised a one day interaction workshop on aforementioned theme on August 18, 2009 in Kathmandu. The objectives of the workshop were to share the processes of how and to what extent right to natural resources are articulated; and to review the progress on provisions related to natural resources rights, equity, and justice in the thematic concept paper concerning natural resources in the constituent assembly. The interaction brought together a range of participants from constituent assembly members, experts, civil society members, and rights activists in the area of natural resources.
Issues of Natural Resources Distribution and Rights in State Restructuring and Federalism
ForestAction and Community Development Organisation (CDO) jointly organised a half day interaction on 'Issues of Natural Resources Distribution and Rights in State Restructuring and Federalism' on July 25, 2009 in Kathmandu. In the program, Constituent Assembly (CA) members from the committee on Natural Resources, Financial Rights and Public Revenue Committee, experts, civil society members and organisations working in the grassroots discussed rights and governance issues of natural resources in the New Constitution. While the local representatives put forth local agenda, FA and CDO presented on issues of NRM followed by open discussion upon the opinions and ideas of and CA members.
Consultation and Outreach Plan for Reduced Emission from Deforestation and Degradation (REDD)
A one day multi stakeholders consultation on REDD and its outreach plan was jointly organized by seven members consortium formed for the preparation of consultation and outreach plan of REDD readiness preparation, in Kathmandu on December 23, 2009.There were 52 participants representing national government, civil society organisations and private sector . The workshop identified stakeholders on REDD, worked out on consultation and outreach strategies to be followed for REDD readiness preparation including discussion on various issues concerning REDD+ implementation in Nepal.
NGO Group on Climate Change
ForestAction hosted a national workshop of the NGO group on Climate Change in collaboration with LI-BIRD in Kathmandu on April 19, 2009. Main objective of this workshop were to share the updates of the NGO group on Climate Change Network, affairs relating to climate change adaptation, state of art in Nepal, REDD concept, its updates and challenges, climate change policy processes and role of civil society, as well as working strategies to increase the effectiveness of NGO group. Despite the members of the group, officials from the Ministry of Forest and Soil Conservation also took part in this workshop.
Training
Project Management, Operation and Maintenance
ForestAction co-organised Project Management, Operation and Maintenance (PPMOM) training in collaboration with its other 2 national and 11 district partners on March 6-7, 2009 in Kathmandu. The training aimed to enhance the capacity of District Project Coordinators and Project Officers of the project Fostering Health and Livelihoods of Conflict affected People in Nepal. This was followed by 11 similar trainings (at the district level).
Training of Trainers on Organizational Development
ForestAction in collaboration with other 2 national and 11 district partner of VCP project organised Training of Trainers on Organisational Development (ToT on OD) for District Project Coordinators and Project Officers on March 4-5, 2009 in Kathmandu. The main objective of this training were to increase the capacity of district partners and district team members to promote sustainability of the action being undertaken. The participants of this training conducted 11 OD trainings in their respective districts.
Besides these several livelihood and capacity development trainings were organised in 11 working districts of Fostering Health and Livelihoods of Conflict Affected People in Nepal.
Regional Conference on Decentralization, Local Power and Women's Rights in South Asia
A three day regional conference on Decentralization, Local Power and Women's Rights in South Asia: Trends in Participation, Representation and Access to Public Services was co-organized by IDRC, India, ForestAction Nepal and HIMAWANTI Nepal in August, 2008. Participants of this conference were women activists, gender specialists, social inclusion specialists, natural resource manager and decentralization specialists from Canada, Pakistan, India and Nepal. Six constituent assembly members - Ms Pampha Bhusal,
Ms Puspa Bhusal, Ms Jai Puri Gharti, Ms Binda Pandey, Ms Renu Yadav and Dr. Arzu Rana Deuba also participated in the workshop. Professionals from different governmental and non-governmental sector from Nepal actively engaged in different session of the workshop. The workshop came up with a number of issues related to women's right in various decentralized sectors and policy recommendations.
Rapid Need Assessment Training
A three day Rapid Need Assessment (RNA) training was organized by BNMT, ForestAction and WVAF along with 11 consortium partners on May, 2008 in Kathmandu. The main objective of this training was to enhance the capacity of district partner organizations, district project coordinators and project officers to create baseline and assess the need of stakeholders to run the Fostering Health and Livelihoods of Conflict Affected People in Nepal (VCP) project effectively and efficiently.
Project Management Training
A three day Project Management Training was organized by BNMT, ForestAction and WVAF along with 11 consortium partners on July, 2008 in Kathmandu. The objective of this training was to enable the participants (head of partner organizations, district project coordinators and project officers) to develop and adopt essential knowledge, attitude and skills to manage VCP project in an effective way in the local context.
Mental Health and Psychosocial Counseling Training
Six-day training on Mental Health and Psychosocial Counseling Master Training of Trainer was organized in August, 2008 by BNMT, ForestAction and WVAF along with 11 consortium partners in Kathmandu. The training was provided to the senior paramedical staff of District Health Office/District Public Health Office of 11 working districts of VCP project. It was expected that after the completion of this training they would provide the same training to health workers at the district level.
Good Governance Training
Good Governance Trainings were organized separately in the three clusters of RPISF project (one each in Baglung, Lalitpur, and Nawalparasi districts) for the local volunteers of participating CFUGs. Main objective of the training was to impart the knowledge and skills of facilitating to the volunteers on 'Good Governance' in the CFUGs. Tools such as presentation by experts on different aspects of good governance, group discussions, games, individual reflection, and others were used during the training. Total participants of the training was 76, consisting of 39 Female and 64 Male.
Community Forestry Management Trainings
Community Forestry Management Trainings were organized in three clusters of RPISF project districts -Baglung, Lalitpur and Nawalparasi districts. The main objective of this training was to sensitize local volunteers about the management aspects of community forests including key principles of forest management, defining objectives of forest management, understanding meanings of inventory data and implementation of prescriptions of operational plans. In addition, discussions were also facilitated on the issues such as Climate Change, Environmental Impact Assessment/Initial Environment Examination, Paying for Environmental Services, etc. Total participants of the training was 76, consisting of 39 Female and 64 Male.
Value Chain Analysis Workshop/Training
Three two-day trainings/workshops were organized by RPISF project team in December in Lamatar area of Lalitpur district, Nawalpur area of Nawalparasi district and Kushmisera area of Baglung district. Local entrepreneurs, community leaders and other stakeholders were participated in the workshops. Value chain analysis is a preliminary and paramount task for promotion and trading of forest products, and enterprise development. For this purpose, workshops at community and meso (district and sub-district) levels were organized in all the clusters and districts followed by the analysis of market, technology and policy related issues.
Livelihood Support Trainings
VCP project has conducted various skill development trainings to enhance the livelihoods opportunities of the conflict affected vulnerable people of the project area. Altogether 30 skill development trainings were conducted in 11 project districts and total 681 individuals were directly benefited from these trainings. With the help of materials and/or toolkit support along with skill development trainings, most of the participants are engaged in self–managed enterprises.
Capacity Building Trainings to Health Workers
To provide efficient health services to the conflict affected people it has conducted different capacity enhancement trainings to the health workers in its 11 working districts. Altogether 1210 health workers, specially, members of Health Facility Management Committee, health assistants, auxiliary health workers, female community health volunteers and traditional healers were benefited from these trainings

The workshop was organised as part of a regional project titled ‘Ecosystem Services and Poverty Alleviation Situation Analysis in South Asia (ESPASA)’. The participants of the workshop were organisational heads and engaged professionals on the issue. The workshop came up with a number of issue and recommendation. The proceeding was later sent to all participants. |

A one-day seminar, conducted jointly by ForestAction and the International Centre for Integrated Mountain Development (ICIMOD) on the management of common property resources and equity was organized and held with the objective of documenting case studies incorporating evidences, lessons and insights to facilitate the mainstreaming of equity and poverty concerns in the management of common property resources, especially those in community forestry and farmer management irrigation systems, rangeland management and watershed management. Thirteen papers were presented on different aspects of common property resources, including seven case studies. The proceedings of the seminar have also been published in February 2004. |

Transformative Learning Training |

A five-day long residential training on Transformative Learning was organised by ForestAction in collaboration with Environmental Resources Institute from 19-23 September 2005 at Dhulikhel, Kavre. Interactions, debates and discussions within the discourses of transformative learning (which create a space for political debate, wherein every member of society, irrespective of caste, class, gender or ethnicity, can participate and internalize the process of transformation, contributing to sustainable change) were held with the participants, helping to identify several critical areas to be strengthened, so that participants could contribute more effectively in the process of social transformation. There were 23 participants from various organizations, including I/NGOs, media, political parties, writers, university students and activists. |

A National Training on 'Adaptive and Collaborative Management (ACM) in Natural Resource Management' was conducted in collaboration with New ERA and Kathmandu Forestry College during December 19-23, 2005. A total of 21 participants from 10 different organizations including NGOs, INGOs and Bilateral projects participated in the training. The training provided the conceptual basis of social and transformative learning and role of conscious and shared learning in community based natural resource management. Community Based Non-Timber Forest Product Management Training |

This eight-day training run jointly by ForestAction and ERI was held from October 10-17, 2004, aiming to improve the local level capacity for NTFP management through enhancing the participants’ knowledge and skills related to resource management, marketing and institutional arrangements for the promotion of NTFPs. The training introduced the participants to the concepts, approaches and processes of NTFP management and provided practical tools to manage NTFPs at the community level. A total of 21 participants from nine different districts participated in the training. |

Writing Workshop |

In September 2004, ForestAction and ERI organized the two-day Scientific Writing Workshop, intending to impart knowledge to the participating researchers and research practitioners on how one can apply the scientific method to the writing practice to make it more systematic and logical. The main objective of the workshop was to make participants familiar with scientific writing and encourage them to reflect upon it in their writing, so as to elude common error from the products and to conceptualise the writing process as a science. A total of 10 researchers and research practitioners from different NGOs participated in the workshop. |

Presentation on Rural Livelihood Changes in Nepal |

This half-day workshop was held on September 8, 2004, intending to share the findings of research on livelihood changes of people in the rural areas of Mid-Western Nepal over last thirty years. John Cameron from the School of Development Studies at the University of East Anglia presented the findings of his research. He also introduced the concept of deliberation as a potential theory and practice to promote equitable and just social systems. Total 25 participants, including leaders of political parties, policy makers of government organizations, university lecturers, students and NGO activists, took part in the workshop. |

National Workshop on Learning from Community Forestry |

This workshop was supported and developed with the collaborative efforts of ForestAction, Nepal’s Ministry of Forest and Soil Conservation (MoFSC), and the Center for International Forestry Research (CIFOR). With over 100 participants from diverse backgrounds, including government, NGOs, Forest User Groups, development projects and international organizations, the workshop was host to a deliberation on five interrelated themes of Community Forestry: Governance, Adaptive Management, Gender and Equity, Livelihoods, and Forest Sustainability. Held in both plenary and small-scale workshop settings, participants identified future strategic directions to strengthen Community Forestry in Nepal, focusing on enhancing the equity impact of the programme. |

Community Forest Management and Planning Training |

This training was held in October 2000 in Thimura, Chitwan. Total 19 participants representing government, I/NGOs, and CBOs participated in this training. Exposing the participants to the concepts and practices of forest management and planning, the individuals’ knowledge and skill bases were enhanced. Participants were also strongly encouraged to reflect upon their experiences in forest planning to synthesize their new learning.

Community-Based NTFP Management Training |

ForestAction Nepal led this workshop in October 2001 for field-based workers involved in NTFP-related work. The 20 participants were introduced to a wide variety of concepts, policies and practices of community-based forest management for NTFP production, with the intent of supporting the livelihoods of the forest users, particularly the poorest and the marginalized.
