Can civic engagement lead to deliberative democratic governance

The chapter argues that civic engagement can transform social capital structure. However, the focus should be on the large unit of analysis and look to compare and contrast aspects of social capital beyond those elaborated through the position generator approach. These involves focusing on community efforts to change or improve the community, an elaboration of practices and norms through which collective efforts are mounted at the community level and examination of historical and contemporary common pool problems experienced in groups as a whole. Besides, there is inequality in power and social capital at the community level, and its implications for the mobilization of social capital for public cause. Further, social capital could be built or destroyed, depending on the citizens who move through new frontiers of deliberative and political engagements. It argues for rejecting policies imposed by the outside agents in Nepal as well as critical of traditional social science practices.
